feat: Add Codecov shields badge generation#282

Generate and write a Shields-compatible Codecov badge JSON for each active repo during `update_codecov`, using coverage-based color thresholds (brightgreen→red). The change also adds helper functions for coverage parsing/color selection and unit tests for threshold behavior, badge payload formatting, and badge file write coverage.
